Justice Department Report Faults Comey But Finds No Bias In Clinton Probe

The department's inspector general said that although former FBI Director James Comey had not acted out of political bias, his actions and public comments had damaged public confidence in the FBI, as did the actions of others within the bureau and the Justice Department.
