A Colorado ballot measure outlawed slavery on Tuesday. Surprised? An exception still exists in the U.S. Constitution You may recall from school that slavery was outlawed in the United States by the 13th Amendment, but there always was a qualifier attached: “except as a punishment for crime.” Coloradans voted this week to strip similar language from the state constitution. Critics worry it will cause legal uncertainty around prison labor practices, such as a crew tasked to help fight wildfires, though the measure’s backers pointed out that prisoners volunteer for that duty. A similar measure failed in 2016, but this time, 65 percent of voters approved it. |
